Obituary:  The Ottawa Citizen (Ottawa, ONT), Monday, 24 December 1990:  (photo) Francis Melville Peters, In hospital on Sunday, December 23, 1990.  Frank Peters, aged 95 years, beloved husband of the late Mary DesRoches.  Dear father of Rita (Mrs. Arthur Arsenault), Norma (Mrs. Charles Real), Lorraine (Mrs. James Shields and Eleanor (Mrs. Michael Redmond).  Predeceased by his son, Norbert.  Loving grandfather of many grandchildren and great-grandchildren.  Mr. Peters was born in Hope River, P.E.I., the son of the late Leon and Catherine (Leclair) Peters.  He was educated at Prince of Wales College in Charlottetown and later completed courses in Accountancy and Auditing Principles.  At one time a school teacher, he came to Ottawa in 1916 to join the Finance Department of the Public Service.  When the Bank of Canada assumed management of the Public Debt in 1938 he became Deputy Chief of the Public Debt Division and in 1954 was named Chief.  He retired from the Public Service in 1960 after 43 years of continuous service.  Mr. Peters was an active member of his community.  He was Chairman of the Separate School Trustees' Association, the Ottawa Boys' Club, St. Vincent de Paul Society and St. George's Parish.  In 1952, he introduced the Credit Union Movement on a parachial basis to the Ottawa area, assisted in the formation of the first parent-teacher association in the city and was a pioneer member of the Diocesan Council of Catholic Action.  The Ottawa Community Chest (United Way) named him an Honourary Director for his years of dedicated service to that organization.  He was also named Honourary President of the Civil Service Mutual Benefit Society for his dedicated service over many years.  For his meritorious service to education, Mr. Peters was awarded the Honourary Degree of L.L.D. from the University of Ottawa.  He was awarded Coronation Medals from both King George VI and Queen Elizabeth II for his distinguished service to Canada and was made a Knight of St. Gregory the Great by His Holiness Pope Pius XII for his services as Director of the Marian Congress.  He also received the Award of Merit from the Ontario Separate School Trustees' Association in recognition of his service as a member of the Nepean and Ottawa Separate School Boards over a period of some 36 years, during most of which he fulfilled the role of Chairman.  Friends may call at McEvoy-Shields Funeral Home, from 7 to 9 p.m. Monday and 2 to 5 and 7 to 9 p.m. Wednesday.  Funeral Mass Thursday at 10 a.m. in Resurrection of Our Lord Church.  Interment, Notre Dame Cemetery.  Sincerest thanks to the staff at St. Patrick's Home and the Elisabeth Bryere Health Centre.  In memoriam donations to the charity of one's choice appreciated.

Peters and dear mother of Norbert, Beaconfield, Quebec; (Rita) Mrs. Arthur Arsenault; (Norma) Mrs. Charles Real; (Lorraine) Mrs. James Shields; (Eleanor) Mrs. Michael Redmond, all of Ottawa; 19 grandchildren also survive.  Dear sister of Edward, Arthur and Gilbert all of Tignish, Prince Edward Island and (Lorette) Mrs. Alphy Martin, Westbrooke, Maine.  Predeceased by her sister Annie Richard and her brother Frank.  Friends may call at McEvoy Shields Funeral Home, 2 to 4 and 7 to 10 Monday and Tuesday.  Funeral Wednesday to Canadian Martyrs Church.  Mass at 10 a.m.  Interment Notre Dame Cemetery.
